National health service organization is seeking a director to head financial planning and decision support. This position will report to the director of finance. The ideal candidate will be responsible for day-to-day management of Budgeting (operating and capital), Long Range Financial Planning, productivity reporting and overall financial analysts for all facilities.
RESPONSIBILITIES
• Establishes processes to review monthly financial information as needed with department managers and executive team. To support and educate management team to review costs, understand financial trends and provide customer service as needed.
• Works cooperatively with Management to develop financial plan within tools and guidelines set forth by Executive team. The financial plan includes operating and capital forecasts along with Balance Sheet assumptions including cashflow, debt current ratios and key statistics. Updates plan throughout the year as needed.
• Oversees the development, implementation and maintenance of regional decision support standards to ensure that financial and clinical databases are in place, that data is timely, accurate and complete. To support the needs of Executive and Management staff. Develop and implement standards and procedures for cost accounting and the reporting from decision support systems. To coordinate where possible, definitions and reports between other Regions.
• Oversees the development and reporting for both the operational and capital budgets using both information system tools and processes to provide data for decision-making. Ensure timely feedback to management team on issues and progress throughout the year. Conducts assessments of issues and risks for executive team. Consistently reviews tools and processes to optimize outcomes.
• Participates in development of service line assessments and reviews. Works with Executives, physicians and clinicians to review service line margins and resource utilization in order to strategically develop capital plans and financial goals.
• Establishes and maintains productivity reporting on a bi-weekly basis as a minimum standard for with a focus to daily reporting when feasibility possible.
• Develop and prepare financial management reports for Executives and Management staff to support the operating and management functions. Works with Accounting, Financial Analysts, Decision Support, HR, IS and others to collaborate on meaningful financial reports.
• May participates in the development of data for various regulatory reporting such as grants or other government reports (Medicare and Medicaid). May also be requested to provide data for surveys and other requests.
• Responsible for ensuring all staff work is routinely reviewed in accordance with standard operating procedures and practices. Maintains all policies and procedures up-to date and ensures that they are reviewed annually or as needed.
• Responsible for the daily management of assigned staff, including the hiring, evaluation and mentoring process. Provides orientation, training, scheduling and supervision of assigned staff. Ensures efficient and effective communications and promoting working relationships within the team to eliminate rework due to miscommunications or lack of teamwork. Establishes and measures competencies and related guidelines for staff. Establishes and monitors department and staff development goals through active mentoring, ongoing assessments and communication. Develops and encourages critical and creative thinking and problem-solving with staff. Encourages professional and effective teams with diverse work assignments. Ensures all evaluations are completed timely for assigned staff.
• Ensures strong internal controls are in place and are routinely reviewed throughout the year. Participates with internal audit reviews and responds and implements changes as needed. Participate in all internal audits conducted in General Accounting and ensure timely responses to audit results, as related to reimbursement and reserve work.
• Works with customers to identify their financial management needs. Responsible for planning the department's goals to meet both the needs of our customers and the needs of the organization, including succession planning.
JOB QUALIFICATIONS:
• Bachelor's Degree with a concentration in Accounting.
• 5 + years experience in Healthcare Accounting, Budgeting, Financial Planning, Decision Support and management experience.
• Must be knowledgeable in healthcare finances.
• CPA preferred
• Must be computer literate.
